What the current keys can already tell you
Before anything is redesigned, the locksmith reviews the keys already in circulation: how many exist for each door, which ones are stamped or coded in a way that identifies what they open, and which staff members currently hold more access than their role calls for. This review often surfaces the exact problem the new system needs to fix, whether that is a master key copied one time too many or a department that was folded into another without anyone updating who could get in.
Marking and cutting the actual keys
Keys are cut to the bittings set out in the key schedule and marked in a way that identifies the holder's role or level rather than the door or address it opens, so a key found on its own gives away as little as possible about the building it belongs to. Quantities match what was agreed during the assessment, with each one logged by serial against the person or role receiving it. Blanks for a restricted keyway are cut only against the owner's authorization, keeping future duplication inside the same controlled record.
Keys that say less if they go missing
The keys handed over are marked by role or level, not by door or address, so a key that is lost or set down somewhere it should not be tells whoever finds it very little about what it actually opens. What is tested before the keys are handed over?

Any lock that responds to a key it should not is corrected before handover rather than left for the owner to discover later.
Should I keep spare blanks or unpinned cylinders on hand?
It depends on how the keyway is controlled. With a restricted system, spare blanks are typically held by the locksmith against the authorized record rather than stored loosely on site, since that is what keeps duplication contained. With a standard keyway, keeping a few spare cylinders of the same platform can simplify a later addition, though it is not required.
