Can the locksmith start before the police have finished?

The door is left as found until the police have seen it or said they will not attend. What can happen in the meantime is planning: the locksmith can look at the damage, photograph it, measure for hardware and prepare the temporary securing so that the moment the scene is released the work begins. Nothing is removed or moved before then, because the marks on the door are part of the report.

The thumb-turn is stuck from inside and we need that door to get out. What should we do?

Use another exit for now and call. From the inside the fault is usually a bolt pinned by the frame or a bent spindle, both of which the locksmith frees without damage. Drilling is chosen when the gentler options for that specific lock, manipulation and decoding on a mechanical dial, or a manufacturer reset or override on an electronic one, are unavailable or have not worked, rather than following one fixed order on every safe. It is also the answer when the lock has genuinely failed, such as a seized wheel pack or a dead circuit board with no working override. The decision is explained before drilling starts, not discovered afterward.

How many keys should we have cut?

Count the people who need each group, add one spare per group for the safe, and stop there. Extra keys cut 'just in case' are the ones that end up unaccounted for. Because the keys are cut to code from the pinning records, more can be produced later to the same standard, so there is no need to stockpile on the day.
